Senior Monitoring & Evaluation (M&E) Advisor

* Spearhead the development and implementation of Monitoring and Evaluation (M&E) strategies to drive project success and achieve targeted objectives * Architect a comprehensive Performance Monitoring Plan, incorporating global project logic models, results frameworks, and M&E plans to inform data-driven decision making * Drive the establishment of standard operating procedures to ensure timely and high-quality reporting of key performance indicators * Manage the development and execution of M&E-related work plans and budgets to optimize resource allocation * Produce and disseminate monthly reports on Performance Monitoring Plan indicators, providing actionable insights for project stakeholders * Design and deliver training programs to equip staff with the skills and knowledge required to implement M&E activities and reporting processes effectively * Collaborate with global M&E and digital health teams to configure DHIS2 and set up PowerBI dashboards for enhanced data capture and visualization * Lead data review meetings to facilitate strategic decision making and project planning, working closely with project management and technical staff * Contribute to the development of proposals and business development opportunities, leveraging M&E expertise to drive growth and innovation * Inform annual work planning and contribute to the development of progress reports, including monthly, quarterly, and annual reports * Ensure timely submission of progress reports and collaborate with other business units to facilitate seamless reporting processes * Oversee the entry of relevant data into donor databases, ensuring compliance with mandatory project reporting requirements * Co-author data-driven abstracts and manuscripts for publication, showcasing project successes and lessons learned * Enhance systems for routine data collection and M&E feedback, providing actionable insights to technical advisors, government stakeholders, and other partners * Ensure high-quality implementation of M&E activities, adhering to Jhpiego, donor, and national guidelines, protocols, and reporting systems * Provide structured supervision and coaching to health facility staff and project M&E staff, focusing on the use of government and project-based registers, reports, and tools * Support M&E officers in collaborating with MNCH leads to enhance measurement of Quality Improvement aims and conduct root cause analysis * Collaborate with financial staff to manage M&E budgets and optimize resource allocation * Supervise and lead teams of M&E and data systems staff, fostering a culture of excellence and innovation * Represent Jhpiego in professional circles, cultivating relationships with partners, MOH colleagues, and other stakeholders through meetings, conferences, and presentations * Support the implementation of other program activities as needed, leveraging M&E expertise to drive project success * Collaborate with the Global MERL team and project directors to ensure compliance with Jhpiego's Data Compliance requirements, including Human Subjects, Open Data, and Data Quality protocols
