Technical Officer, Shelter, HCMP

* Drive the planning, execution, and monitoring of Shelter and Site Improvement activities under the HCMP project, allocating 90% of time to fieldwork and 10% to administrative tasks. * Lead supportive supervision of Field Assistants and Shelter personnel in assigned areas, ensuring seamless collaboration with Cluster Focal points, Project Managers, and other stakeholders. * Conduct comprehensive assessments of Shelter and Site Improvement needs through household visits, community consultations, and stakeholder engagement, utilizing prescribed formats and tools. * Architect the distribution of coupons and Shelter materials to selected households, ensuring timely requisition, stock availability, and efficient distribution processes. * Deliver technical assistance and guidance to beneficiaries, enabling them to construct and maintain shelters that meet performance standards, with a focus on supporting vulnerable populations. * Manage the preparation of IOUs and labor payments, ensuring timely and regular disbursements. * Provide expert technical support and guidance to Field Assistants and beneficiaries on shelter construction, maintenance, and site improvement, aligning with organizational and sector standards. * Ensure the quality and quantity of Shelter and Site Improvement activities, prioritizing the safety and well-being of colleagues, volunteers, and beneficiaries. * Foster a safe working environment by promoting and implementing Safeguarding policies and PSEA principles, serving as a key resource for support and expertise. * Embed Safeguarding standards into all activities, encouraging team members to report incidents and adhere to established procedures, and driving a culture of accountability and transparency.
