Key Responsibilities

* Drive the integration of anticipatory action, early warning, and forecast-based disaster risk financing into government policies, frameworks, and operational mechanisms, leveraging evidence-based advocacy strategies to achieve project goals. * Identify and address policy gaps, system barriers, and opportunities to promote anticipatory action, early warning, and disaster risk financing, and advocate for their integration into national policies and local disaster management plans. * Foster strong partnerships with key stakeholders, including UN agencies, INGOs, research groups, and local NGOs, to promote joint advocacy and shared influence strategies. * Lead the development of policy briefs, position papers, and guidance notes, and facilitate policy dialogues, workshops, and events to promote anticipatory action and disaster risk reduction. * Collaborate with technical teams to translate scientific data and risk modeling into accessible advocacy products, and ensure timely dissemination of lessons learned to inform policy and system reforms. * Build and maintain trusted relationships with government institutions, and support the development of governance systems for anticipatory action, including protocols, triggers, and decision-making frameworks. * Ensure accountability to project beneficiaries and affected populations, and uphold organizational policies and principles, including gender policy, safeguarding policies, and data protection policy. * Drive cross-cutting issues, including localization and partnership principles, and contribute to project planning, reporting, proposals, and donor communications as assigned. * Represent the project or organization in internal or external forums, and support the supervisor in addressing emerging priorities, urgent assignments, and ad-hoc tasks related to anticipatory action, disaster risk reduction, and policy advocacy. * Manage and coordinate stakeholder engagement, including national and humanitarian coordination meetings, and ensure effective communication and networking with stakeholders across different sectors. * Architect and implement strategies to promote the adoption of pre-arranged financing and trigger mechanisms within government systems, and support government partners in improving or developing governance systems for anticipatory action.

Requirements

Education

  • Master's degree in Public Policy, Development Studies, Disaster Management, Climate Change, Social Sciences, or a related field

Additional

  • Experience in advocacy, policy engagement, or government relations
  • Experience working with government ministries and systems in Bangladesh
  • Producing policy briefs, influencing strategies, and high-level advocacy materials
  • Familiarity with anticipatory action, early warning systems, or disaster risk financing
  • Lobbying and networking with different stakeholders
  • Knowledge of current humanitarian and development discourses and challenges
  • Strong understanding of disaster management frameworks and national DRR policies
  • Analyzing scientific, technical, or climate-related data for advocacy purposes
  • Excellent writing, communication, and negotiation skills
  • Managing multi-stakeholder processes with diplomacy and tact
  • Strong interpersonal skills and ability to build trust with diverse stakeholders
  • Strategic and analytical thinking
  • Ability to work under pressure and meet deadlines
