Senior Manager (Tender)

* Spearhead the development and submission of high-impact technical and financial proposals for government and international tenders, driving business growth through strategic contract acquisitions. * Architect and manage the e-procurement process, leveraging expertise in e-GP portal navigation, registration, document management, and digital signature-based submissions. * Drive competitive pricing and profit margin optimization by overseeing Bill of Quantities (BOQ) preparation and ensuring accurate costing and estimation. * Ensure seamless compliance with regulatory requirements, maintaining up-to-date legal and mandatory documents, and adhering to Public Procurement Rules (PPR-2025). * Lead post-bid negotiations, attend pre-bid meetings, and orchestrate the contract signing process, from Notification of Award (NOA) to successful contract closure. * Develop and execute winning bid strategies, creating comprehensive technical and financial proposals, and ensuring full compliance with tender requirements and guidelines. * Foster a high-performing tender management team, providing leadership, supervision, and coordination with internal stakeholders, including Engineering, Finance, Procurement, and Legal departments. * Build and maintain strong relationships with clients and stakeholders, facilitating open communication, and responding to queries and concerns regarding tender requirements. * Negotiate favorable contract terms and conditions, securing advantageous agreements for the company upon bid success. * Collaborate with cross-functional teams, including technical, legal, and external joint venture partners, to compile and submit comprehensive bid documents, and liaise with government authorities and relevant stakeholders. * Maintain meticulous documentation and records, ensuring accuracy, compliance, and adherence to company policies and regulatory requirements. * Conduct market research and analyze competitor trends, developing informed bidding strategies to enhance win rates and drive business growth. * Track and analyze tender performance, identifying success and failure factors, and providing data-driven insights to optimize future bidding strategies. * Identify and mitigate potential risks associated with bids and projects, developing proactive strategies to minimize risks and ensure successful project execution.
