Key Responsibilities

* Drive the development and implementation of Protection from Sexual Exploitation and Abuse (PSEA) and Complaints and Feedback Response Mechanism (CFRM) strategies across the "PROTISTHAA" project. * Lead the design and operationalization of effective complaint and feedback response mechanisms, ensuring timely and sensitive responses to beneficiaries. * Foster a culture of accountability and transparency, promoting a zero-tolerance approach to sexual exploitation and abuse within the project. * Collaborate with consortium partners, including ACF, ACTED, RIMES, ESDO, Uttaran, and NSS, to strengthen PSEA and CFRM capacities and ensure alignment with global standards. * Develop and deliver training programs to enhance staff and partner understanding of PSEA and CFRM principles, policies, and procedures. * Manage and analyze data on complaints and feedback, identifying trends and areas for improvement to inform project adjustments and enhancements. * Architect and maintain effective relationships with key stakeholders, including beneficiaries, local authorities, and project partners, to promote PSEA and CFRM awareness and adherence. * Ensure that PSEA and CFRM are integrated into project planning, implementation, and monitoring, promoting a survivor-centered approach. * Drive the development of project-specific PSEA and CFRM tools, guidelines, and resources, ensuring consistency with CARE's global policies and standards. * Provide technical support and guidance to project staff and partners on PSEA and CFRM, ensuring that all project activities are designed and implemented with a strong focus on protection and accountability.

Education

  • Master's degree in Social work, Gender Studies, Psychology, Human Rights, Law, Development Studies, or related field.

Additional

  • Minimum 4 years’ experience working in safeguarding, protection, PSEA, accountability, or humanitarian programming.
  • Direct experience managing or co‑managing complaint and feedback systems.
  • Experience in DRR, Anticipatory Action, early warning systems, or Rohingya response.
  • Experienced in working with government actors, clusters, and UN-led coordination systems.
  • Knowledge of MEAL systems and digital feedback tools.
  • Demonstrated experience working with multi-partner or consortium projects.
  • Experience managing sensitive cases and supporting survivor-centered referrals.
  • Strong understanding of humanitarian protection frameworks, safeguarding principles, and ethical communication.
  • Strong communication, facilitation, training, and mentoring skills.
  • Ability to manage sensitive information with confidentiality and integrity.
  • Excellent coordination, conflict-resolution, and problem-solving abilities.
  • Strong documentation, reporting, and database management skills.
  • Fluency in Bangla and English; Rohingya/Chittagonian dialect an advantage.
