Procurement Officer

* Drive procurement strategies that align with organizational policies, donor requirements, and regulatory standards to ensure timely and cost-effective sourcing of goods and services. * Architect and manage procurement plans, ensuring seamless execution and value for money in all procurement activities. * Lead the preparation of tender schedules, Terms of Reference, and Expressions of Interest, and publish them for advertisement to promote transparency and competitiveness. * Develop and maintain a comprehensive supplier database, evaluating vendor performance and managing enlistment to ensure a robust supply chain. * Oversee the preparation of work orders, contracts, and framework agreements, ensuring compliance with organizational policies and regulatory requirements. * Manage the transportation, storage, and distribution of goods and materials, ensuring timely delivery to project areas and field offices. * Implement and maintain effective inventory control systems, monitoring stock levels and conducting regular physical stock counts to reconcile with records. * Safeguard organizational assets by ensuring proper tagging, tracking, and maintenance, and support asset disposal processes in compliance with policy. * Ensure procurement and logistics activities adhere to organizational, donor, and regulatory requirements, and maintain audit-ready documentation to support internal and external audits. * Collaborate with cross-functional teams, including program, finance, and admin, to understand procurement needs and provide logistics planning and procurement support to field offices. * Foster strong relationships with vendors, suppliers, and service providers to ensure quality standards are met for procured goods and services. * Identify and mitigate risks in procurement and supply chain processes, and develop strategies to resolve issues and complaints related to procurement and delivery. * Analyze and report on procurement and logistics performance, providing insights to drive process improvements and optimize resource allocation. * Ensure adherence to financial and internal control procedures, and maintain accurate and complete records of procurement activities, inventory, assets, and equipment.
